So why do they exist but the same isn’t possible for cell phones?

Simply, because all the landline numbers are in the public domain and so are obtainable by anyone. (Unless you are un-listed or not published)

Well, in actuality it is impossible to offer cell phone reverse look ups for free. This is because it is very costly to assemble the cell phone number directories( mainly because it takes so long to do) These phone numbers are not in the public domain (yet) and therefore are not freely available to any one or in deed a business. In order to get these legitimate, updated directories, it takes time & money.
