It is almost a month old and the deal has not yet grown to be practically 50-50.

Since the celebrated Dr. Koffi Annan and president Kikwete of Tanzania witnessed the deal signed by president Kibaki and the prime minister designate Hon. Raila Odinga, Kenyans are still waiting with baited breath to celebrate.

As of now the top brass of the grand coalition shows that ODM has been shortchanged. While PNU has the President, the vice President and a Deputy prime minister, ODM has only the Prime Minister and a Deputy Prime Minister. Why wasn’t the vice presidency shared as the Deputy premiership or alternatively scrapped out for reasons of portfolio balance? The other option is even to give the two deputy premiers to ODM.

Real power is found in the coordination and security ministries such as public service, Local government, Foreign Affairs, Finance, Justice and Constitutional Affairs, planning, Defense, Internal security and Immigration. This is where real power sharing should be evident.

There are some ministries like, Local government which should be automatically taken by ODM since it has the most number of elected civic leaders.

The fairest thing that president Kibaki should have done two weeks ago is to dissolve the cabinet. It is unfair for ODM members of parliament to keep waiting indefinitely while their PNU counterparts are enjoying ministerial privileges. Or will their pay be back dated?

Therefore president Kibaki and Prime Minister-designate Raila Odinga should urgently name the ministers without wasting time consulting their juniors whom Dr. Koffi Annan suspended to pave way for the deal.
